Nuclear coverage in the AI era has a vocabulary problem. A memorandum of understanding, a development and funding agreement, a regulatory design approval, a construction permit, a power purchase agreement and a reactor delivering electrons to a load are six completely different objects, and the standard headline treats them as one. "Tech giant signs deal for gigawatts of nuclear power" can describe a legally binding twenty year contract or a joint press release with no obligations whatsoever, and the reader has no way to tell which.
That gap is worth closing, because capacity planners are making decade long decisions on the basis of these headlines. What follows is a ladder of commitment, from the rung that guarantees nothing to the rung that actually powers a rack, with real projects placed on it honestly and every status traced to a regulator, an operator's own statement or an intergovernmental body.
